Housing Management Assistant/Specialist

Duties will be developmental in nature when filled below the full performance level. Use a variety of facility management software such as the Facility Management Software System (FMSS), Cost Estimating Software System (CESS), Project Management Information System (PMIS) and/or Quarters Management Information System (QMIS) or programs similar to or equivalent to Facility Management. Prepares reports, project information and asset condition data. Manages a housing program and coordinates all aspects of a housing program and implementation of a housing plan. Perform a variety of administrative duties with short deadlines. Review and evaluate information from a variety of sources and provide recommendations for management. Prepare administrative reports and other required reports. Prepares budget projections for the housing program and manages the housing program budget. Develop and organize files, establishes administrative controls for the organization. Communicate and collaborate with others effectively. All qualifications must be met by the closing date of this announcement-02/24/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors) assisting with preparing and managing asset condition, assessments for park, recreational area, or similar facility by identifying, planning and recording data in a software system such as the Facility Management Software System (FMSS); documenting deferred maintenance, inventory and condition data; developing and a facility management asset management asset documentation process; assisting in project development through the use of an automated system such as the Project Management Information System (PMIS); assisting in the development of housing inventory and rental rates through an automated system such as the Quarters Management Information System (QMIS). You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least one full year of progressively higher level graduate education leading to a Master's degree in engineering, industrial arts, property management, information management, or business administration. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, six months of specialized experience (50% of the experience requirement) and (14 semester hours or 21 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education). You must include hours per week worked and include transcripts. -OR- Meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods:
I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors) preparing and managing asset condition, assessments for park, recreational area, or similar facility by identifying, planning and recording data in a software system such as the Facility Management Software System (FMSS); documenting deferred maintenance, inventory and condition data; developing and a facility management asset management asset documentation process; assisting in project development through the use of an automated system such as the Project Management Information System (PMIS); managing a housing program; assisting in the development of housing inventory and rental rates through an automated system such as the Quarters Management Information System (QMIS). Successful completion of a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in engineering, industrial arts, property management, information management, or business administration. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
